An appeal to the Secretary General of the African Union: In response  to the ICG Report, Unionists of Northern Somalia, June 3, 2006. To provide some background, the ICG and some hostile circles within the AU, instruments of third party interests, proposed and support the breaking up of Northern Somalia from the Somali Republic.  As in 1949, when the UN denied the unification of the five Somali territories, now it is the AU which wants to finish the unfinished job of the UN, a step which will inevitably lead to the proliferation of more clan-based city states, potentially four other city states in Somaliland alone, clan wars, and to the final dismembering of Somalia.  The ICG should withdraw its hostility to Somali unity, and apologize to the Somali people..

Adde Musse (Puntland) and Ali Abdalla Salah (Yemen) must be held responsible for the continued massacre of Somali and Ethiopian refugees crossing the Red Sea in order to escape the horrors and atrocities of the refugee camps in the region..  Puntland and Yemen have jurisdiction over the ports and waters used by the assassins.  Puntland and Yemen:
a) failed to protect the rights of refugees under their jurisdiction
b) failed to stop the trade in human beings, especially small boys
c) made no attempt to prevent the use of their ports by assassins
d) condition the fulfillment of their international obligation to protect the refugees on international financial assistance, thus abdicating their responsibilities and using the refugees for extortion. 

Many people have lost members of their extended family in this ongoing massacre.  1) Benadir-Watch offers to collect petitions in order to bring a class action suit against the rulers of these territories.  2) Benadir-Watch appeals to the International Criminal Court as well as to the newly constituted Human Rights Council to look into this flagrant violation of human rights.  3) Benadir-Watch appeals to the UNHCR to shut these refugee camps which have served no useful purpose other than to feed the oppressive police forces of these regions, a racket indeed.  4) We have reports that the refugees are willing to return back to their native places in the south if the UNHCR would help them with the transportation.

Mr. Annan, it was not the US who set up a cabinet of warlords and organized crime at the so-called Peace Talks in Kenya.  It was your corrupted friends in the African Union and IGAD who endorsed the role of the Somali warlords & considered them essential to the Peace Process. Please, spend a little more time to understand the Somali question before you delegate it to interested third parties.  If the war mongers in IGAD and AU invade Somalia, rest assured that the Somali people will defend their country and it will not be an easy task for the IGAD militarists, as in February 1941, which is what Obasanjo and Musaveni, on the foot tracks of their dads, are so eager to repeat.  The road out of this crisis is fresh peace talks followed by fair and free elections.

On the charlatanism of Ali Khalif Galeyr:
These days it seems that anyone can teach at the Humphrey Institute in Minnesota, or for that matter, graduate from Harvard with a PHD, as long as one can impress the students and teachers with the exotic culture of the camel boys of Somalia.  It brings in some needed wilderness, in fact, a place holder, economics, after all, no need to go any further than is necessary.  Ali Khalif Galeyr, gifted as he may be in this field, does not seem to appreciate his luck, nor the complexity of the issues he is meddling with.  He does not believe that all men were born equal and supports the infamous 4.5 clause which divided the Somali people into first class citizens, second class citizens, and third class citizens.  And he does not stop there, for he misrepresents the facts, the big time corruption behind the Mbigathi quagmire.  In fact, both him and Elmi, the Somali "representative" at the UN used the unjust clan quota system to propel them to where they are now; Ali Khalif at Arte and Elmi to the UN.  We will be around to prove them wrong every time they stick out their necks. Benadir-Watch rejects the recently announced unequal distribution of representative council seats for the city of Mogadishu.  This is a violation of the right of the population of Mogadishu to have their say in the composition of the city council in accordance with the universal principles of one man one vote.  Unjust claims and the unrelenting insistence on special set asides based on false and frauduent majority status or on the number of technicals roaming in the streets of Mogadishu are not conducive to the true spirit of reconciliation and constitute an alienation of vast sections of the population of Mogadishu who have equal rights in the formation of the city council.  Anything less than universal suffrage in the administration of the city of Mogadishu is null and void
